with $500 dollars you can do it, especially if you build that pc yourself. Just make sure that your PC has a dedicated graphics card, no integrated shit from Intel k. Try and get 8g of ram, storage doesn't really matter, 750mb or 1T is good. And for the CPU, your best bet would be an i5 or an AMD equivalent. Good luck and hope this helped.

I have a cheap $400 laptop that can get 80 fps on CSGO and play Agar.io fine. I don't know about Rocket League but I'm sure your PC will be able to play it and other games.

My laptop costs 600 dollars and works fine for me, just if you can, try and build one yourself, it's probably cheaper to make a computer the same level as a normal pc, but will require knowledge about how to make it, but I'm sure they have tutorials on youtube.

really depends on where you are, and what you already know about computers. call your local computer retailer, and inquire about refurbished machines they might have. it's the best way to get a great deal, considering most refurbished machines come with the equivalent of a factory warranty and your paying about 1/3 to 1/2 the original sticker price. the next step is finding out how much RAM your motherboard supports, and making sure your machine is close to that max, as that is a cheap and simple upgrade that will make a noticeable difference in performance. oftentimes you can get last years best pc for cheaper than new lower performing machines...good luck!
