The story:

Tanoa is a pacific island suffering from apex gangs. These gangs are like 'the evil guys'. Heads up, this story is based in the future, 2035 and such. Further on, (I wont say to much) they discover a device called 'Eastwind'. The reason of the device made is exposed later and the story will become clear.
