On/Off Shouts

so this idea i got from @Beever
So as we all know the shouts are annoying sometimes, but my idea can fix that
in the options you could turn the shouts off and on, and if its off you cant see the shouts and if its on you can.
 Hopefully everyone gets the idea and it can be added to the game, it would make a huge difference because people wont get annoyed by the shouts at the top right
